A leaders primary responsibility is to insure that the freedom to create is growing in their organization. The leader can provide the external freedom that makes this possible, but the individual must have the courage to pursue their own internal freedom. Regarding both points, the leader must achieve both for him or herself to create genuine external freedom, and model the courage for achieving internal freedom, if their company is going to evolve its capacity to create.
A good leader can create the conditions that stimulate the freedom to create in others. A great leader models this in a way that they want to develop this in themselves.
